“We want to give Cal Poly one of the best pitchers we’ve ever had at 100 percent.”
I would tell you that he's not going to be 100% because he won't be as sharp as he should be due to lack of work. Unless, he had an injury early, this does not make sense to preserve him. Why not just monitor his innings like all coaches should.
 
Do I hear a parent saying "Don't pitch my son", so he doesn't jeopardize his scholarship offer.
