Why did University (the #7 seed?) get a bye? Two teams in girls basketball got byes (one because the school chose to forfeit). What the heck is happening?

Why did University (the #7 seed?) get a bye? Two teams in girls basketball got byes (one because the school chose to forfeit). What the heck is happening?

Mt. Pleasant forfeited to Sacred Heart Cathedral for using an ineligible player. Since the seeding was already completed, Mt. Pleasant also forfeited to University in the Nor-Cals. If the CIF let SHC in, they would have had to re-seed it instead of merely giving SHC Mt. Pleasant's slot. I see no reason why couldn't do so.
