The way I read the article was they participated in a 7 on 7 tournament up in Oregon but used the word "camp" when referring to it. It's possible that university conducted a "camp" and advertised it as such (as many do) but it was focused on 7 on 7 play, so the university coaches, and any guest coaches they invite, can evaluate skill players for recruiting purposes.

That's the way I read it. Read the SJS rules. Unpadded camps are fine. Scrimmaging in full pads though...before everyone is supposed to be in full pads though...is something else.
