Elsie and Carillo opened in in the mid 90s. The area was sprawling with kids then. Housing prices were low.

Since then, HUGE demographic shift, especially in young families. As a result, Piner and Elsie lost A LOT OF students. It was so bad that both schools were "traded" from the NBL and the SCL, for Windsor and Casa, to better align with schools with similar enrollments.

All of those schools in the area are D3 and D4 due to there being too many high schools. At one point most of the NBL schools were D2.
