During the last decade (2011-2020), Serra won or shared a WCAL varsity crown five times, Bellarmine, VC and SF three times each. So it's relatively close but Walsh's Wonders do retain a modest edge in the championship department. Further, the Padres captured just one outright title during that decade. The other four were shared. So it would be tough to state categorically that Serra was clearly the dominant program during that period in question. There was no WCAL championship in 2020 due to the pandemic. The spring 2021 season, an odd, abbreviated version of a 2020 campaign, revealed a very strong 5-0 Serra unit which defeated Valley Christian and St. Francis (in addition to the three City schools). So one could strongly suggest that the Padres would have been a true 2020 champion, giving them six won or shared titles in 10 years. But, again, that would be speculation.
