Some are, but others are just basketball factories. In most cases, they aren't sanctioned by their states and thus can only play other teams with similar lack of restrictions.

The college coaches like to see them, though, so they get invited.

My understanding of the rules was that prep school are allowed to play BUT cannot play against CIF sanctioned schools. is that correct?

Yes -- and other states have similar rules. Some states don't care.
