2019 CCS - How Do They Adjust Their Leagues/Playoffs

Many have said on this platform that this team and that team should be an A League Team, or that this team should be in the B League Division. In addition, CCS must change their playoffs for next year as the CIF has informed them that they can no longer advance 2 of their 3 Open Division runner-ups.
My question is how do they change it? and what do they change to?
I personally do not think the CCS has enough “A League Teams” to support 5 Divisions of 8 Teams.
What about 5 Divisions of 4 teams each, where the 5 Divisions are not established by enrollment but by “Snaking” the Placement by their Power Points. I think PAL BOOSTER, could provide us with a hypothetical placement of those Divisions. I am sure there are pros and cons to this format, just like there are pros an cons to the current format. DII, is essentially a Private School Playoff, and I am sure the public schools are happy and content that is the case.
The 4 Teams that would have had an “At-Large” Berth could compete with the B & C League Champs in a 2 Division format as well, eliminating 3 at large and 1 auto-qualifier.
As for Establishing Leagues, I think the PAL missed the boat for the 2018 Season. Most of their teams were misplaced into their respective divisions. The SCVAL El Camino was not a B League Division, 2 of their 3 teams were blown out in the 1st round.
Just thoughts.
 
I think Cal14’s idea might be the best one. His idea has the divisions strictly based on enrollment but put a 1.5 multiplier on the private schools. His logic is that it “makes division 1 great again” (my words not his lol) by pushing the bigger WCAL schools up there where public’s like Milpitas and Salinas can better compete with them. Then you have the trickle down in divisions 2-3 with the medium sized public’s going against the the medium/small privates, and finally in divisions 4-5 you have the smallest public’s and a handful of small private’s like St. Francis Watsonville and others.

If runners-ups can’t advance then there should be no multiplier. Let the chips fall where they may.
