I can't speak on the logistics of making this happen, but I think any format that pairs teams on similar levels with each other is a positive thing. As has been said before on here, someone is always going to be a last place team but getting 60-0, 70-0 games out of the sport is needed.

I also think something like this can help build momentum and sustainability at more programs

I like the idea, but shouldn't the leagues be more like 8-9 teams instead of 5-7?
 
I can see his point. I had already thought about the exact teams in VOL. When I was in high school. Tracy , Lincoln and St Mary's were in VOL

If the Section created "Power Leagues" like this, I think one option would be to have a 12-team league with two divisions (A + B). Teams that place 1st and 2nd in their division are automatic qualifiers. Then have the 3rd place team in each division play the 4th place team in the other as a "play-in" game during week 10. Maybe something like that. It would require some scheduling tweaks, but attendance for those play-in games would rival premier playoff match-ups. Someone's snack bar would make out pretty well, I would think.
