CCS Proposed changes

This first round of proposals and changes have been presented by the Football Sports Committee. As expected, the committee looked at the CCS PowerPoints more closely. They added some proposed recommendations to help the PowerPoints to be more fairly generated. The committee also more carefully defined the at-large qualifiers.

Proposals #1, 2,and 3 will be presented for discussion as a first read item at the CCS Board of Managers meeting January 26, 2022. Second reading and action is expected by the CCS Board Of Managers Meeting on March 30, 2022.

II. RECOMMENDATIONS
1. Thank you to Sequoia High School and Westmont High School for hosting the CCS Football Finals.
2. CCS Staff work and find larger facilities to hold events that will have a foreseeable crowd.
3. The Committee provided suggestion regarding sites for future CCS finals and would like to entertain the idea of having a list of potential venues that have increased capacity.
4. Create a small ad hoc committee to examine the current Power Point structure.

IV. REPORT ON PROPOSED MAJOR FORMAT CHANGES
PROPOSAL #1
: When calculating points (CCS Power Points) for playing an opponent, a team may only count “League Champion” points once in a case where a team plays an opponent more than once in any season.
Rationale: The current CCS Power Point structure allows for a team that plays the same team more than once, the opportunity to accumulate playing a league champion multiple times. In 2021, two teams earned 2 points for a playing the same league champion (one point for each game), while the league champion only earned 1.5 points for being the league champion.

PROPOSAL #2: Amend the current language in the CCS bylaws to read, “Maximum Number of Qualifiers: No more than six (6) teams from each league division can be considered nominated for the tournament.”
Rationale: The current process for the selection of at large qualifiers allows a league to submit more that their allowed number of entrants. This re-wording of the bylaw would allow for clarity on which teams may be on the board.

• Award 2.0 1.5 points for playing a team ranked in the Calpreps.com top 100 teams in California** (as listed one hour at 8am prior to the on the day of the seeding meeting
• Award 1.0 point for playing a team ranked in the Calpreps.com top 101-150 teams in California** (as listed one hour at 8am prior to the on the day of the seeding meeting)
• Award 1.5 points for being a team ranked in the Calpreps.com top 100 teams in California** (as listed at 8am on the day of the seeding meeting)
• Award 1.0 points for being a team ranked in the Calpreps.com top 100 teams in California** (as listed at 8am on the day of the seeding meeting)

Currently, a team that is ranked in the Cal Preps top 100 receives no additional points, but their opponents do.

I would argue that the higher-ranking teams get bonus points when the 1-40 list is generated.

They should go a step further and use the out-of-section rating criteria for CCS teams, as well. It should be abundantly clear that playing A-league bottom feeders is not the same as taking on the teams nearer the top of the leagues/divisions. Each team should be evaluated on themselves, not their leagues.
 
What should also be considered is prorating points for playing a league champion as follows:
A League Champion 1.5
B League Champion 1.0
C League Champion .5

I circled back to see what the Board of Managers did with these proposed amendments. They approved proposals #1 and #3 but voted down proposal #2. They also approved one additional proposal.

Proposal #4: The CCS Executive Committee is proposing the following change to the CCS Football Bylaws, Section 3 B. 3. 1 (Tournament Format): The top 10 15 (and ties) at-large applicants with the highest point total as calculated in accordance with Section 5. will be ranked utilizing the CalPreps.com with the top ranked team given ten points, the 2nd ranked team nine (9) points etc. with the lowest ranked team awarded one (1) point. Those ranking points will be added to their CCS playoff points. The remaining berths in the tournament will then be filled by the teams with the highest number of combined points.


In all, these changes really don't alter the CCS process for selecting teams to compete in the playoffs. Maybe allowing less points for competing against CalPreps state top 100 ranked teams may be the most significant change. But it wont affect too many teams and their resulting CCS powerpoints.

Proposal 4 will widen the bucket of at-large teams allowed to be considered for playoffs. I can't see how this amendment will affect the playoffs in any way except to have more teams to consider in the possible event selected teams declines to enter the playoffs. I suppose this possibility will increase with our current Bay Area attitude toward contact sports.

PS: I can think of one other effect caused by proposal 4. In the case of a team with a lower CCS powerpoint could supersede a higher powerpoint team by having a higher ranked CalPreps position. For example, team A had 18 CCS points and Team F had 15 CCS points but was ranked 4 spots higher than team A by CalPreps, Team F would be selected over Team A. Given that scenerio, a 15th top at-large team (Team F) could displace a 10th top CCS at-large team (Team A).
