Two big rule changes were announced for D1 athletes.
Players no longer have to seek release from their current school before transferring and playing for a new school. This prevents schools from either not granting releases, or from preventing athletes from transferring to specific schools. To prevent tampering, the NCAA increased the penalties for tampering. CONFERENCES will be allowed to make rules for member schools (for example, they might make a rule preventing transfers from within the conference). There were a lot of complaints about coaches being able to move easily, but not athletes. This rule will take effect 10/15.
Redshirts can now participate in up to 4 games and retain their redshirt status. This rule change was mainly to help starters avoid rushing back from injuries. It also allows redshirts to get additional development time - and to encourage them to stay more engaged. The anticipation is that we may see more redshirts play at the end of the season so that coaches can evaluate them. This rule takes effect this coming season (no retroactive granting of redshirt status change).

I have read numerous posts on this site talking about athletes taking PWO spots at a school, and it often occurred to me that many do not know how rare it is for a PWO to be converted to a scholarship. I recently saw a few videos of players being informed that they were put on scholarship, so I want to share one:
