NorCal qualifications

From the latest NCS blast to the teams:

The top four (4) teams in the NCS
Championships Division 1-6 will qualify to the Nor Cal Championships.

I had thought that was a maximum, not a guarantee, especially with SF and Oakland teams in the mix, but they must just expand the bracket.

I thought it had been that way for the past few years, except in the Open division where it is not gauranteed but maxed out at 4. Since the CCS has only been sending the top 2 in each division they have not had to expand the brackets.
