You'll have to excuse me as I live outside of the greater Bay Area and haven't kept up with all this stuff ... but when the Central Coast Section playoffs are finished, do only championship teams move on to the NorCal Regional games?

Yes. That was a change that had to be made a couple of years ago. Only the NCS has an odd loser-moving odd situation where the loser of this week's DLS-Pitt game will still get to play the remaining team in the D-I bracket for the D-I title and a shot in a NorCal regional.
