Refresher?

After a year off, I don't remember how competitive seeding works in NorCal. Is it a free for all? Any team anywhere? Any governing principles?

Section commissioners send a list of their teams in order ranked. CIF committee can either listen or go with their own opinions but they try to almost always match you up with a team from another section in the opening round. Any team can go into any division although I’d say a 2 division drop (D1 in section to D3 in state) is the biggest drop you will see abs even that is rare. I think you could see Marin Catholic go from D4 all the way up to D1 but I have them as a top seed in D2.
