CCS, NCS and SJS would all have eight-team Open Divisions.

The rest of the ssection brackets would be filled by competitive equity. All teams that apply/meet criteria will rated one through 80 by a committee at the end of the season.

If there are fewer than 80 teams, then the brackets would be cut by one, in order, from the bottom up. With 79 teams, Division VI would have 11 teams; with 78, Divisions V and VI would have 11 teams. If there are fewer than 74 teams, the brackets would shrink by one, again beginning with Division VI, which would have a 10-team bracket.

I like the framework Clay.

I think getting the sections all on the same page, which will probably never happen, is the first step is making a better system. The committee makeup is important too, especially getting people who are invested in the girls game.

Your OPEN and D1 options are spot on perfect. There would be no need for a committee to choose teams (except the 2 OPEN wild cards).

The committee would only be needed to seed the teams.

***the one thing I would add is to play 3rd/4th place games in each OPEN and then choose the 2 wild card OPEN teams from the three 3rd place finishers

****also I'd be OK with only designating the OPEN winner as the STATE champion. And give the rest DIVISION champions

I think that after the NCS goes the OPEN route I could see the SJS eventually doing it also. Especially if everything goes smooth with the process. Just start taking 4 teams every yr from the SJS and see how fast they go the the OPEN...lol
