How "NorCal Preps" Ranks

Josh Jackson is no doubt the best HS basketball player living in NorCal, thats a fact! My question is why does NorCal Preps include these kids in their rankings? Josh Jackson is a Michigan kid, Vance Jackson is a SoCal kid. Im sure there is a good reason, just doesn't make much sense to me. What took me back was when I saw a post that said, "NorCal is back, players in MCDonalds AA game 2 years in a row." Yes Ivan Rabb is a NorCal kid.. Just my thoughts, now seeking clarification.
 
Are the rankings based on where you were born. Jackson has been living in Northern California for the last two years
 
I could see it next year. From the mean streets of Yountville or maybe St Helena, CA a 6"8 forward Josh Jackson. as the crowd goes roar. bahahahah. Aint happening. You will always see Detroit next to his name as hometown because it is. I don't consider any of those kids local with the exception of the ones that grew up and played in norcal. Doesn't mean he isn't a great player but I don't think you get to claim him either.

Things go in cycles. Look at the womens game... Has it ever been better? The MVP of MCD is from Miramonte HS. How many nationally ranked teams were local? (at least top 30) Miramonte, St Marys, Salesian, Pinewood. I'm probably missing a few.

Not long ago we had Gordon, Bird, and Lee. Gordon is on way to greatness in the NBA. I still think Bird has a future professionally and potentially a good one. Lee I've been critical from the start and for good reason. Same player today as when he came from deer valley. Didn't put on size, still doesn't shoot it well, and at best he is a hustle and rebound guy. Went from starter to role player at UK and has fallen off NBA radar. Rabb will be a top 10 pick if he comes out but I would love to see him stay. Can't blame him if he leaves.

I was not trying to be cynical. Legend hit on the point I was trying to make. In the "bio" of these kids at their respective colleges it will refer to Detroit, Los Angeles, Chicago, Europe, Africa ect.. Brandon Ashley while at Findlay Prep never was considered to be from Las Vegas.. Even at AZ they always referred to him as the kid from San Francisco.
 
If you are playing prep basketball in what we consider NorCal, then you are eligible for the rankings.

The high school awards (All-NorCal) don't include Prolific Prep because it doesn't participate in the CIF basketball structure.

How did Ashley end up at Bishop O'Dowd BTW? Did his family move over to the East Bay or did he do the reverse commute across the Bay Bridge to attend BOD?
 
He's actually from Dublin, but they did list his hometown as SF. At least AZ listed Elliot Pitts as from Dublin.
