Many of the events were played in other states that allowed games at that time because they had yet to be hit hard. Iowa, for example, hosted a lot of events in the summer but it's unlikely they would be permitted to now.
And some facilities simply ignored the rules. They needed the money and team operators felt the risk was minimal. And of course, no one really knows if any serious COVID cases resulted from those events because once the teams went back home, no tracking took place. The odds, say, though, that the spread of COVID was helped, to some degree, by such events. Was the "minor" spread was worth playing the games ... that's up to individuals to decide.
