WCAL's Approach to Return to Sports

I like the creativity the WCAL is taking to getting back to sports. One piece of its guidance stipulates schools can play schools in its own counties or adjacent. Good news for Serra, where they can still play its South Bay WCAL rivals and vice versa. SF schools can play San Mateo County schools (i.e. Serra). Question for SF WCAL schools: does Marin or Alameda county count as an adjacent county? Could be some great matchups with schools like Marin Catholic and Bishop O'Dowd... Really hoping we get out of this Pandemic safely and quickly.

With the San Francisco official border line touching a piece of Alameda, I think it counts as adjacent.
 
My question is can city schools like SHC and SI expose that county loophole by practicing in San Mateo County so they can play the Santa Clara schools? I mean I know it does not apply here but SI has a field hockey team snd there do not seem to be any in neighboring counties to play. So if they practice in San Mateo County is that a loophole for the one county rule???
