Tough shit. I don’t care if this was Rincon’s bright idea, administration should have never been asleep at the wheel like they were and that begins with the Principal. You’ve allowed your coaches to sell kids the idea that EC is a great school with a great football program. So now sell them on the same things plus a 3 year ban.

Plus, if you believe this started with out-of-district transfers you’re mistaken. I can assure you this started with the school robbing the 5 other district high schools of their talent. Those schools are a combined 13-32 going into week 11, you don’t believe for a second that every school in the district organically gets dogshit talent but somehow El Cerrito can only lose to a program with a Disney movie, right?
So let's be clear, they didnt rob other schools in district of their talent I can tell you what I know and that is alot these kids are recruiting kids ½ with all these camps they all know each other and the players from EC are telling kids from other programs how great of a program EC is, that you can win ,play good teams like De La Salle and have a chance at a scholarship. Kids are attracted to that. Just a few years ago when coach Alameda was at Pinole every player in the district flocked to Pinole and when Carter was at Berkeley high everybody flocked to Berkeley High. The adults screwed up trying to get around the transfer rules.Punish the adults not the kids who were legit.

Remember transfers whether in district or out of district aren't illegal as long as you follow the protocol which apparently EC wasn't doing in some cases recently. And it got past the principal.They admitted it and will pay the price 1 year ban 2 year probation in my opinion fair considering a first offense.
 
In this case Rincon is both the AD and Football coach so maybe he should no longer be athletic director and just the football coach if they decide to keep him around.

Secondly my understanding is that transfers after the coach and AD approve the transfer papers they go to the principal for approval before the paperwork is sent to NCS/CIF for final approval.

Coach was suspended the 3rd game of the season so I assume that's when it was discovered.

De Anza forfeited EC's final game so they had an intrasquad scrimmage Friday night and Coach Rincon was back with the team coaching on the sideline don't know if that meant he would be allowed back or if that was them allowing him a last moment with his players.
Oh ok, so Rincon being the AD and Head Coach says it all
 
Doesn't matter if the principal or the AD knew about it or not. If they didn't know about it, then they weren't doing their job.
Well, Rincon was the AD, along with the HC. Definitely knew what he was doing
