Why is Lick-Wilmerding in D4 when Moreau Catholic is in D3 and Lick beat Moreau in a tournament this year? I thought Lick-Wilmerding would at least be D3 for NCS. How do they select Divisions for some of these teams I am curious.

All divisions in NCS are enrollment-based except for the Open, and for teams that have been moved up due to playoff success over a three-year span.

It's weird, really, as the NCS system is part competitive equity and part enrollment based. I'd love to see them just go completely to competitive equity and rank all qualified teams in order, regardless of enrollment, for postseason divisions.

yes--back in the day, enrollment was considered a default measure of a team's peer group. performance is a much better measure, and we have fairly well agreed-upon ways to judge that.

Exactly. But it’s no secret, as teams know before the season what division they will be in, unless they are selected for the Open. Should Lick make a run this postseason, they could find themselves in D3 as well next season, depending on the cumulative success they had the past 3 years.
