Truckee, North Tahoe to compete in the CIF

I don't think this is fully set yet - Truckee and North Tahoe are petitioning to stay in the NIAA for now. It sucks that politics gets involved from both Nevada and California due to an issue that impacts such a miniscule part of high school sports and society in general. For both Truckee and North Tahoe, the travel logistics of playing in California leagues is extremely difficult - for football, it's once a week. For every other sport, it's a lot of travel, impacting school, missed class, etc. Think of the freshman basketball team on a bus heading over Donner Summit in a snowstorm in January to play down in Marysville for a Tuesday late afternoon game. It's the kids at both of those schools that have to deal with the fallout.

If South Lake Tahoe is staying in the NIAA why wouldn’t the other schools be able to?
Weird

Good point. Usually, when things don't add up like this, it is due to the lawyers or district level admin that interpret a law one way, and the same for another district interpreting the same law(s) a different way. Most school districts have some lawsuit or another at any given time, so avoiding them is important (obviously). It is just that some districts are more averse to risks (whether major or minor) than others.
