I personally like what states like Alabama does. They use a multiplier for enrollment in regards to private schools. That helps level the playing field between public and private. I think this is something CA should look into if they don't want to separate public and private.

Alabama uses a 1.35x multiplier for private school enrollment adjustment. Let's apply that to some NCS private schools for football:
Enrollment data from NCS site:

CN 609 x 1.35=822, Still in D4
DLS 2074 x 1.35=2800, Still in D1
MC 746 x 1.35= 1007, still in D4
JS 671 x 1.35=906, Still in D4
Salesian 438x 1.35= 591, would jump to D4 from D5

And schools in areas like CN are losing more enrollment every year. Wouldn't make sense.

They need to increase the multiplier to 2.5
